If President Bush decides to go ahead with the troop surge (regardless of how big or small this surge is), against both the will of the American people and Congress (who goes by the will of the American people), then Congress (including both the Democrats and the Republicans) should protest by cutting off all funding for the Iraq War in a strong act of protest. The funding for the Iraq War should be vetoed in BOTH the House and the Senate in protest, according to the will and whim of the American people on this very issue.
What this will essentially do is then "force" Bush and the military, with a lack of funding for the war in Iraq, to make plans to withdraw (or redeploy) the troops from Iraq and being them back home. With a lack of funds to support the war in Iraq, redeployment or bringing the troops home would be the only option left for Bush and his military, and would also force them to set a timetable to withdraw troops based on the money left to support the Iraq War, and would thereby also "force" the Iraqis to get their act together and be prepared to govern on their own. It looks very much like all of the Democrats and a huge chunk of the Republicans in both Houses of Congress are very much opposed to this troop surge in Iraq and could (and I mean could) oppose this troop surge, even if it means cutting off funding for the Iraq War (current and future).
In addition, I also propose that Democrats get ALL, if not, most of the Republicans in Congress (in both the House and the Senate) to pass a bill to STOP this troop surge, and it be done IMMEDIATELY, in response to Bush's idea of a surge, even if it interrupts this 100 hours of legislation planned by the Democrats. Of course, there is a good likelihood that President Bush will naturally veto this bill, as it goes against his “failed plans and policies” with regards to the Iraq War. However, if that happens, most likely, the veto CAN be overturned by 2/3rds vote of both the House and the Senate (as a good many Republicans in both the House and the Senate are quite tired of what is going on in Iraq), also forcing the Bush Administration to start making plans to withdraw (or redeploy) troops from Iraq…this is in addition to cutting off all funding, current and future funding, for the Iraq War. However, the overturning of the Presidential veto must of this bill must happen IMMEDIATELY after the veto has been issued, so it can take into effect on an immediate basis. This “double-barrel” of Congressional opposition to the Iraq War will really force Bush to not send any more troops to Iraq, and in fact, as mentioned before, will be a cause to being the military back home from Iraq, which is what the American people want.
The Democrats (and a good amount of the Republicans) doing this would be very much supported by the American people, as poll after poll strongly supports the fact that the American people have become VERY pessimistic about this war (2/3rds or more do not support this war, and now, more than half of the American people and growing, support troop withdrawals from Iraq), and be joyful of seeing the troops return home, instead of being used by Bush as cannon fodder for a failed war based on lies and manipulated intelligence, as mentioned in the "Downing Street Minutes", as well as the Conyers Report, and other books written about the Iraq War and the impeachment of President Bush, all of which are impeachable offenses.
In fact, if the Democrats go EXACTLY to what the polls and the will of the American people are on the Iraq War (according to the polls, and what people in mainstream American say about the situation in Iraq), and take strong leads on both actions of opposition to the Iraq War, as outlined by me above, they will be seen as heroes (as will our military coming home), and that will boost their favorability ratings (compared to the Republicans in Congress) to high levels, in addition to the other measures being passed by them to help better American society during the first 100 legislative hours of Congress. I forecast the Democrats to be leading the Republicans in Congress by a quite strong 2:1 margin; if everything I propose goes through, in the various public opinion polls out there, which will help our chances in both 2008 for both the Congressional races, as well as the Presidential races for the White House. This new power and popularity can help the Democrats to deal with bigger issues such as Iraq (other issues with regards to Iraq, such as how we got into Iraq), Social Security, the national deficit, national security, education, health care reform, the environment, and the war on terror, to name a few, and would put them on top, so to speak, of the political rankings..
But for the time being, this issue of the Iraq War, including the potential troop surge proposed by President Bush, as well as the current and future funding of the Iraq War, need to be seriously debated, and action needs to be taken NOW, according to the will of the American people, as the situation is getting well out of hand in Iraq. The American people, in poll after poll, are getting tired of the bloodshed in Iraq, and want to bring our tired troops home, even if it interrupts the 100 legislative hours planned by the Democrats in Congress, as right now, this is a more urgent and pressing matter than raising the minimum wage. The Democrats need to take the lead on this NOW and deal with it, before it is too late to do so.
